STEVE AFEMAN | Chief Operating Officer

EMERALD ACCOMPLISHMENTS As Chief Operating Officer, Steve is in charge of the operation plans, growth and multi-year business plans of Emerald Correctional Management. He is also involved with the development of the company’s strategic business plan for the continued growth of Emerald Companies Inc. Mr. Afeman joined Emerald Companies as General Manager in 1999. In 2003, he was promoted to Executive Vice President and assumed the COO position in January 2008.

PRIOR EXPERIENCE Prior to joining Emerald Companies, Mr. Afeman, for more than 25 years, served in several senior management positions with two companies in the corrections and drug screening industry.

EDUCATION Mr. Afeman earned a BS degree from Louisiana State University.

ROBERT HUGHES | Chief Financial Officer

EMERALD ACCOMPLISHMENTS As CFO, Robert is responsible for directing financial goals, objectives and budgets. He supervises cash management activities and executes capital-raising strategies in support of the company’s strategic growth plans. He also formulates and implements the company’s fiscal policies, procedures and controls while providing oversight for implementation and upgrading of accounting software.

PRIOR EXPERIENCE Prior to joining Emerald Companies in 2007, Mr. Hughes had more than 30 years of correctional experience, including five years in correctional healthcare and 25 years of correctional operations.

EDUCATION Mr. Hughes earned his BS and MBA degrees from Bryant University.
