David Rivas

As Deputy Chief of Operations, David Rivas is responsible for the direct oversight of Emerald Correctional Management’s current facilities and supervision of the assigned Wardens. Mr. Rivas previously served as Warden of Emerald’s San Luis Regional Detention Center in San Luis, Arizona, and brings more than 36 years overall criminal justice experience in both the private and public sector.
Mr. Rivas was previously employed by the Arizona Department of Corrections, holding positions to include: Warden of the Arizona State Prison Complex, Lewis – a complex of six units with over 4,700 inmates; Warden of the Arizona State Prison Complex, Douglas; and, Deputy Warden of Operations, Phoenix Complex.
Mr. Rivas also served in the United States Marine Corps for 20 years, having attained the rank of Gunnery Sergeant. During his 20 year tour, he had the opportunity to serve as a Drill Instructor at Marine Corps Recruit Depot, Parris Island, South Carolina.
Mr. Rivas earned a Master’s Degree in Administration of Justice, while serving in the Marine Corps. He is a Certified Correctional Executive for the American Correctional Association and has served as a Consultant, conducting audits for the American Correctional Association.
