Glenn Hebert

Chairman of the Board -
Emerald Companies

Glenn Hebert, Co-Founder and Chairman of the Board of Emerald Companies, brings 49-plus years of executive management experience to the organization. Mr. Hebert’s focus is on setting goals for the company, primarily in the areas of acquisitions and financial strategy. He believes his straightforward operating principle of delivering cost- conscious, effective and secure customer-oriented detention, medical and transport services to our federal, state and local clients has made Emerald an outstanding partner to all jurisdictions.

Mr. Hebert began his career working in the family business: then, after serving in the U.S. Army and receiving an honorable discharge in 1961, he entered retail sales, ultimately retiring from Daylin, Inc., a conglomerate giant, as Executive V.P. in 1979. Next, he took on the role of Chief Administrative Officer of a sheriff’s department, where, in charge of the entire budget, he gained expertise in detention management.  In 1997, Mr. Hebert became co-founder of Emerald Correctional Management, LLC, developing its first correctional facility in Epps, Louisiana.

Mr. Hebert believes that the most important consideration in contemplating growth is growth’s impact on service delivery – will service to the client deteriorate?  Growth is essential for any national company: however, growth must occur in a way that does not interfere with the quality of the established operation.  Emerald Companies will never sacrifice current levels of client services for growth.  Therefore, Emerald will grow in concert with its ability to deliver accreditation-quality service effectively while maintaining a cost below the public sector in any and all areas of service to government jurisdictions.
