Jean Brock develops and manages health care services for over 6,200 inmates in nine detention facilities that contract with Emerald Healthcare Systems. Ms. Brock brings to Emerald more than 18 years of uniquely varied correctional healthcare experience from a variety of settings to include jails, prisons, juvenile high –security facilities, community corrections/sanctions facilities and mental health units.

Prior to joining Emerald in 2009, Ms. Brock developed a correctional healthcare system for a Texas-based company whose staff of 450 professionals provided medical services to over 20,000 inmates and detainees held in 25 institutions. She also served as the Director of Mental Health for Lubbock County (TX) Hospital District for seventeen years, creating and supervising the County’s Psychiatric Crisis Intervention Team, managing the inpatient psychiatric unit and coordinating psychiatric hospital commitments. Other positions held during her career include Army Community Services Director in Fulda, Germany and various appropriated and non-appropriated fund positions for the United States Army.

Ms. Brock has a bachelor’s degree from Carnegie-Mellon University and a Paralegal Certificate from Duquesne University. She is a Certified Master Instructor in Suicide Prevention. Ms. Brock’s current and past affiliations include: President of the Association of Private Correctional and Treatment Organizations; President of the Board of Directors of Contact Lubbock; Vice President, Board of Directors of the National Alliance for the Mentally Ill – Lubbock Chapter; American Correctional Association; Academy of Correctional Health Professionals; American Correctional Health Services Association; Texas Jail Association; Texas Sheriffs’ Association; National Sheriffs’ Association; Louisiana Sheriffs’ Association, and others.
